Yes and for an ATV.. the only time you dont need liability insurance is if you're own your own private land.
Good things come, to those who bait.

To be honest from my understanding,

If your Ride touches a public road it is required to have insurance.

Once on ICE,  Insurance is null and Void.

Not saying you shouldn't have insurance,  but as long as you stay off any public road ways, or public trails
My understanding is that you cannot be bothered for insurance.

A minimum of liability insurance will protect you from anyone getting hurt on or around your ride.

I have insurance on my sleds, Even though I dont take them off private property.

I dont thnk that is accurate.....
You do not need a license plate to be on the ice, but you DO need insurance (at least liability) in case of accident or injury. Police will ask you to produce proof of insurance.
